The meeting first conveyed an urgent notice from the Provincial Party Committee and Provincial Government on effectively strengthening recent safety production work. The Notice pointed out that on October 18, a coal mine flooding accident occurred in Fuxin City, and some miners were trapped underground. Li Xi, the secretary of the provincial Party committee, and Chen Qiufa, the governor of the province, respectively made important instructions. The provincial Party committee and the provincial government issued an emergency notice to do a good job in recent work safety, requiring production and business units to rearrange, redeploy, and implement work safety, and to stop production and rectify those who cannot guarantee work safety; From now until the 25th of this month, key chemical enterprises will be ordered to strictly restrict and control high-risk activities such as maintenance, hot work, and special operations in confined spaces. Except for some central, provincial, and large and medium-sized mining enterprises, other non coal mining enterprises will be ordered to stop operations; Enterprises engaged in hazardous operations such as ammonia refrigeration, limited space, drugs, dust, and industrial gas, as well as flammable, explosive, and densely populated areas, must strictly implement various safety precautions; All enterprises should strictly implement a 24-hour duty system, etc.
Focusing on further strengthening the company's safety production work, implementing the spirit of the notice from the provincial party committee and government, and in combination with the inspection requirements of the municipal safety supervision department, General Manager Xu Lijun has redeployed the company's safety production work, required the re investigation of safety hazards, and the re implementation of safety work.
The Fuxin coal mine flooding accident was a major safety production accident that occurred during the 19th National Congress of the Communist Party of China, and must be highly valued by us. After the meeting, each factory, mine, workshop, and team is responsible for conveying the spirit and work requirements of this safety production meeting to every employee.
2. The on duty leader should adhere to the duty position in a highly responsible spirit; On duty at night, irregular inspections are required, and violations must be immediately corrected and severely punished; Middle and senior executives should effectively take responsibility for night inspections.
3. The engineering department coordinates with construction units such as boilers, LNG stations, and equipment pipeline installations to strengthen safety management and education. In terms of engineering and equipment, personnel are dispatched daily to carry out on-site safety inspections. Any problems found are promptly addressed and corrected, and no safety accidents are allowed in outsourced projects.
