In order to welcome the "May Day" International Labour Day, on April 21, the second workers' congress of the first session of Jinzhou metal industry was held in CITIC Jinzhou Metal Co., Ltd. Zhang Shaoqiang, deputy general manager of the company, and Guo Shushan, chairman of the trade union, attended the meeting as members of the presidium of Jinzhou Metal Industry Trade Union Federation, and eight other employees of the company attended the meeting as employee representatives.

At the meeting, 67 representatives of employees in the metal industry voted to pass the "Special Collective Agreement on Wages in the Metal Industry (Draft)". Vice General Manager Zhang Shaoqiang, as the chief negotiation representative of the enterprise side, signed the "Special Collective Agreement on Wages in the Metal Industry" with the Chairman of the Municipal Metal Industry Union Fang Liyanjun as the negotiation representative of the employees side.
